Frank Biondi Honored for Contributions to Delaware with DSCC Marvel Cup Award

Wilmington, DE (January 12, 2016) - Last evening, the Delaware State Chamber of Commerce presented the prestigious Josiah Marvel Cup Award to retired Morris, Nichols, Arsht & Tunnell LLP partner O. Francis “Frank” Biondi.

Frank played an integral role in developing Delaware’s Financial Center Development Act of 1981, serving as lead author of the legislation and ushering the seminal banking bill through to passage. The legislation greatly impacted the state, being credited with transforming Delaware’s economy and opening the door for national banks and credit card companies to start operations in Delaware. 

“Morris Nichols is pleased to congratulate Frank on this tremendous honor,” said Morris Nichols partner and DSCC board member Michael Houghton. “This award is a testament to his legacy and service to the Delaware legal and business communities and the state at large.” 

The DSCC’s highest honor, the Marvel Cup Award was established in 1951 to recognize a “Delawarean who has made an outstanding contribution to the state, community or society.” The award was presented at the DSCC’s 179th Annual Dinner in Wilmington, Del. before a gathering of more than 900 business, state and community leaders.
